Blue Ridge is the county seat of Fannin County, in Georgia's far northern mountains. The county has three incorporated towns: Blue Ridge, McCaysville and Morganton. Many rural addresses carry community names instead, such as Mineral Bluff and Epworth, and those properties fall under county rules, not a city's.

That city-or-county question matters here because Fannin County and the City of Blue Ridge each run their own short-term rental program.

In-town homes near downtown Blue Ridge are a fifth option, and city zoning applies to them.

Cabins and wood siding. Log and wood-sided cabins need regular cleaning, sealing and re-staining. Ask the seller for the maintenance history, and have your inspector look closely at the logs, decks and any wood in contact with the ground.

Short-term rental rules in Fannin County and Blue Ridge

If you plan to rent a cabin part of the year, both the county and the city require a certificate first.

Unincorporated Fannin County

The county's Short-Term Vacation Rental Ordinance (Ordinance 2025-02, revised August 26, 2025) requires a certificate for every short-term vacation rental in the unincorporated county. It sets a tax of 6% of the rent, with a 15% penalty on payments made after the 20th of the month. The county's application packet lists a $225 fee for a new certificate and a $50 owner-transfer fee. It also warns that renting without a certificate is subject to a $1,000 fine.

Inside the City of Blue Ridge

The city requires a Short Term Vacation Rental Certificate before anyone offers a vacation rental to the public. Two city documents list different annual fees, $25 and $100. City records also include a 2021 draft amendment that would limit new rentals to commercially zoned property, and we could not confirm from the city's posted copy whether it passed. Call Blue Ridge City Hall at 706-632-2091 before you count on rental income from an in-town property.

State fee too. Georgia charges a $5.00 per night state hotel-motel fee on short-term rentals. When you book through an online marketplace, the Georgia Department of Revenue says the marketplace collects and remits it. Local lodging taxes are separate.

Septic, wells and building on mountain land

Septic. Fannin County Environmental Health, at 344 West Main Street in Blue Ridge (706-632-3024), handles septic permits. The county's septic ordinance (Ord. 2024-024) bars a permanent power hookup until the final septic inspection is done, and the county building-permit checklist asks for the approved septic permit. On resale, ask the seller for the original permit.

Wells. The Georgia Department of Public Health notes that private wells in Georgia are not subject to any regulatory authority, and it recommends testing a private well for coliform bacteria every year and screening for chemicals every three years. Put a water test in your inspection period.

Steep land. Fannin County's Land Development Ordinance creates a Mountain Protection District for land at 2,200 feet or more above sea level with a slope of 25% or greater for at least 500 feet horizontally. Clearing there is limited to no more than half of the existing trees over eight inches unless a forester's reforestation plan is in place. The county permit checklist also lists setbacks: 15 feet from property lines, 50 feet from the center of the road, 50 feet from state waters and 20 feet from power lines. Inside Blue Ridge city limits, the city must approve plans first. The county Land Development office is at 706-632-8361.

Mountain road access

Drive the road to a hillside cabin yourself, ideally in wet weather. Find out whether the county maintains it or owners share the cost under a written road agreement, and whether a fire engine can reach the house.

Lake Blue Ridge docks and TVA permits

Lake Blue Ridge is a Tennessee Valley Authority reservoir. Under Section 26a of the TVA Act, you need TVA's approval before building on the shoreline, including boat docks, piers and boathouses.

An existing dock's permit does not pass automatically. TVA says a new owner must request a Section 26a permit for the existing approved facilities and should notify TVA within 60 days of acquiring the property. Ask the seller for the current permit before closing.

TVA says the lake level varies about 22 feet from summer to winter for flood storage, so see a lake lot in winter if you can.

Trails, river and rail near home

The U.S. Forest Service places Springer Mountain, the southern end of the Appalachian Trail, in Fannin County. The Forest Service's Aska Trail System adds about 17 miles of trails off Aska Road, and part of it runs with the Benton MacKaye Trail. On the Toccoa River canoe trail, the float from Deep Hole to Sandy Bottoms is 13.8 miles. The Forest Service warns paddlers that entering private riverbank land without permission is illegal.

In town, the Blue Ridge Scenic Railway runs a four-hour, 26-mile round trip along the Toccoa River to McCaysville and Copperhill, Tennessee. Fannin County Schools and Blue Ridge Medical Center, a Critical Access Hospital, serve the county.
