Jasper and Pickens County at a glance
Jasper is the county seat of Pickens County, which was created in 1853. The county has three incorporated towns: Jasper, Talking Rock and Nelson, and Nelson is split with Cherokee County. Tate and Marble Hill are unincorporated communities, and Big Canoe lies partly in Pickens and partly in Dawson County.
By the late 1800s Pickens County was known as the Marble Capital of Georgia, and the Georgia Marble Company in Tate supplied stone for the U.S. Capitol. Jasper sits at about 1,463 feet, while the county's northern ridges rise above 3,000 feet.
Water and sewer hookups in Jasper are on hold
This is the first thing to know before you buy land or a lot in Jasper. On March 2, 2026, the City Council passed Resolution 2026-01, extending its suspension of new water and sewer connections to September 8, 2027. The city cites a lack of operating capacity and current permit limits.
- Who keeps service. Existing owner-occupied single-family homes that had a working water meter and account as of September 9, 2024.
- New applications are received but not reviewed until the suspension ends, and filing one creates no right to capacity. City Planning is not accepting new site plans.
- Service area. The suspension covers the city's water service area, which can differ from city limits. The city publishes a service delivery area map; check the parcel against it.
On October 1, 2026 the city announced a $15 million state loan, half of it forgiven, for a new water main to a groundwater project in Gilmer County. The county runs its own Pickens County Water Department, created in 1969. County rules also bar new privately owned water systems that serve more than one property owner, and new shared septic systems that serve more than one lot or home.

Bent Tree is a gated community with a 110-acre lake, an 18-hole golf course and an equestrian center, according to its association. Its rules say prospective buyers must be accompanied by a licensed real estate agent while viewing property, and renters staying under 30 days get guest privileges. Short-term rentals in Pickens County
We found no separate short-term rental ordinance or rental permit for unincorporated Pickens County or the City of Jasper. What the county does require of rental owners:
- Register with the Tax Assessor's Office, then get a county business license ($100 a year, on a July 1 to June 30 cycle).
- Pay the 6 percent hotel-motel tax to the County Clerk by the 20th of the following month. The county says owners whose platform or manager remits the tax may not need to file; confirm with the Clerk.
- Georgia's $5.00 per night state hotel-motel fee also applies.
Inside Jasper, the city levies its own 6 percent hotel-motel tax, and lodging providers must register with the city's finance director. Community rules can be stricter than the county, so read the association's rental rules before you buy to rent.
Septic, wells and building in Pickens County
Septic. Pickens County Environmental Health (North Georgia Health District) is at 1266 East Church Street in Jasper, 706-253-0900. You need a site approval and septic construction permit before building a system, applied for at least ten days before the building permit. Board of Health rules set minimum sizes for new residential lots on septic: one acre with public water, one and a half acres with a well, and ten acres above 2,200 feet. Lots on steep slopes or slow-draining soil need more, and lots recorded before the 2017 rules are exempt from the sizes but face flow limits. The power company will not turn on permanent power until Environmental Health signs off.
Wells. For a water test on a private well, Environmental Health refers owners to the UGA Extension office in Jasper (706-253-8840). Add one to your inspection period.
Mountain land. Land at 2,200 feet or higher with slopes of 25 percent or more is protected: one house per ten acres for newer parcels, buildings no more than 40 feet above the ridge top, and a mountain protection permit. Streams in water-supply watersheds carry natural buffers of 100 feet within seven miles upstream of a public intake.
Permits. Pickens County Planning and Development, Suite 136 at 1266 East Church Street (706-253-8850), issues building permits, which are needed before any grading or construction. Land disturbance plans also need state approval.

Schools, health care and taxes
Pickens County Schools runs Pickens High, Pickens Junior High, Jasper Middle, and Harmony, Hill City and Tate elementary schools. Piedmont Mountainside in Jasper is a 62-bed hospital with 24-hour emergency care. The 220-acre Talking Rock Nature Park is in Talking Rock.
Homestead. File with the Tax Assessor's Office (Suite 121, 706-253-8700) by April 1. The regular exemption takes $5,000 off assessed value for county and school taxes, and homeowners 62 or older with household income under $25,000 can apply for a school tax exemption. Jasper's 2026 millage rate was still awaiting a final vote on October 15, 2026, so ask the city for the adopted rate.
