Habersham County at a glance
Clarkesville has been the county seat since 1823. The county lists seven municipalities: Alto, Baldwin, Clarkesville, Cornelia, Demorest, Mount Airy and Tallulah Falls. Three of them cross county lines: Alto and Baldwin are partly in Banks County, and Tallulah Falls is partly in Rabun County. Outside the towns the county is unincorporated, and the county names Turnerville as its one unincorporated community.
The Appalachian Trail crosses the county at Young Lick Knob, its highest point at 3,800 feet, and the Chattahoochee, Soque, Tugaloo and Tallulah rivers run through it.

Zoning and short-term rentals
A new county code. On July 20, 2026, the Board of Commissioners voted 5-0 to approve a Unified Development Ordinance and zoning map that replace the county's 1992 ordinance. It applies outside city limits and sets eight districts, so check which one a parcel is in before you plan to build, divide land or rent.
Rentals in the unincorporated county. The new code permits short-term rentals by right in the AG, RR, NC, SR and GC districts, and an RV may not be used as one. We found no separate county rental permit. The county's 5 percent hotel-motel tax covers short-term vacation rentals and is due monthly by the 20th; stays beyond 30 days are exempt.
- Clarkesville requires a business license and authorization to collect its 5 percent lodging tax: an $80 license fee plus a one-time $200 inspection. Rentals are allowed by right in its Downtown Business (not street level) and Highway Business districts, need a conditional use in several residential districts, and are barred in others. They must sit 1,500 feet apart, a local contact must respond within two hours, and the license expires when the property sells.
- Tallulah Falls allows rentals only in its Business and Highway Business districts and levies an 8 percent room tax.
- Cornelia levies an 8 percent motel tax, and we found no rental ordinance there. We found no rental rules for Demorest, Alto, Baldwin or Mount Airy; ask city hall.
Georgia also charges a $5.00 per night state hotel-motel fee.
Septic, wells, water and building
Septic. Habersham County Environmental Health (District 2 Public Health) is at 130 Jacob's Way in Clarkesville, 706-839-0277. New systems must be permitted and inspected before use, lots are reviewed first, and not every lot can take a system. A county building permit application needs a preliminary septic permit.
Wells. Habersham does not issue well construction permits, but Environmental Health evaluates private wells and tests water samples for bacteria. Add a water test to the inspection period for any home on a well.
City water and sewer. Clarkesville, Cornelia and Demorest each run their own systems. Clarkesville says its service reaches city residents and some county residents, and Tallulah Falls charges a $1,500 fee to connect a new building to town water.
Permits. Habersham County Planning and Development, 130 Jacob's Way, Suite 104 (706-839-0140), requires a permit for all new construction, additions and alterations before work begins, with a recorded plat, plans and the preliminary septic permit.
Mountain roads
Drive the road to any hillside property yourself, ideally in wet weather. Find out whether the county maintains it or owners share upkeep under a written agreement, and whether a fire engine can reach the house.
Lakes, forest and Tallulah Gorge
Lake Russell, a 100-acre national forest lake at 3059 Lake Russell Road in Mount Airy, allows only electric trolling motors. Parts of Lake Yonah and Lake Tugalo, both Georgia Power lakes, are in Habersham County; Georgia Power requires a permit for any activity on its land. The Chattooga River Ranger District of the national forest covers Habersham, and Tallulah Gorge State Park, two miles long and nearly 1,000 feet deep, sits beside the town of Tallulah Falls with an address in Rabun County.

Schools, health care, airport and taxes
Piedmont University, founded in 1897, has its 300-acre main campus in Demorest. NGMC Habersham in Demorest joined Northeast Georgia Health System on July 1, 2023, and reported 53 licensed beds that year. Habersham Central High School is in Mount Airy, and North Georgia Technical College has a campus just north of Clarkesville off Georgia Highway 197. Habersham County Airport, open since 1969, lies 2 miles southwest of Cornelia with a 5,503-foot runway.
Homestead. You must own and live in the home on January 1 and file by April 1 with the Tax Assessors, 130 Jacob's Way, Suite 201 (706-839-0100). The regular exemption is $2,000, owners 65 and older can claim a $10,000 local exemption with no income limit, and city residents should ask their city about city taxes.
