Big Canoe is a gated, private, master-planned community run by the Big Canoe Property Owners Association (POA). Atlanta developer Tom Cousins founded it in 1972 with a vision for roughly 8,000 acres of mountain land, and by 2023 the POA counted nearly 3,000 homes and 2,000 acres of greenspace. Georgia Audubon recognizes it as a nature preserve.

Big Canoe is not a Census place, so there is no Census population for it. Mail is addressed to Big Canoe, Jasper GA 30143 and delivered to the community's own postal facility; the Postal Service does not deliver to homes.

One gate, two counties

The POA says Big Canoe is located in both Pickens and Dawson counties, and its covenants are recorded in both counties' deed records. The side a home sits on decides:

  • Permits. Building and septic permits come from Pickens County or Dawson County, on top of the POA's own approval.
  • Rental rules. Dawson County requires a short-term rental permit; we found no separate Pickens County rental permit (see below).
  • Taxes and homestead. Both counties take homestead applications by April 1. Pickens takes $5,000 off assessed value for county and school taxes. Dawson's standard exemption is $2,000, with larger school exemptions for owners 65 and older who have claimed homestead there for 5 years, on parcels under 12 acres.
  • Schools and 911. According to the POA's 2023 overview, Dawson-side residents are zoned for Robinson Elementary and Pickens-side residents for Tate Elementary; confirm with each school district. When you call 911, you give your county.

The POA owns and runs the amenities: three golf nines (Creek, opened in 1972; Choctaw, 1974; Cherokee, 1992), a marina on Lake Petit, the Clubhouse on Lake Sconti, the Beach Club on Lake Disharoon, a racquet club, a wellness center and the Wildcat Recreation Area near the North Gate.

POA fees, gates and rules for buyers

At closing. Buyers of a home pay a one-time capital contribution fee to the POA. It began at $2,500 in 2021, and the POA's 2024 budget set it at $4,000 for homes closed from January 1, 2024, the latest figure published. The board may raise it by up to $500 a year, to a $5,000 cap, without an owner vote. Buying an unimproved lot is exempt. Ask the POA (706-268-3346) for the current fee and annual assessment before you make an offer.

At the gate. After closing, bring your closing packet to the gate for a 30-day pass and a transponder application. Owners and rental managers register guests online. Vehicles taller than 12 feet must use the North Gate because of the covered bridge near the Main Gate, and moving vans longer than 36 feet are not allowed inside.

Renting out a Big Canoe home

The POA's Rule A.14, effective January 1, 2026, covers short-term and long-term leases, and we found no POA ban on short-term rentals and no POA minimum stay. Owners must register every year before January 31 and pay an administrative fee, set at $175 in 2022 and $187 for 2024. Skipping registration can bring a fine of up to $1,000, and renters may be refused at the gate. The owner or an agent must be able to reach the home within one hour, renters pay guest fees to use amenities, and the owner must not let renters exceed the septic system's capacity.

Dawson side. Dawson County requires a short-term rental permit for stays under 30 nights: $350 new, $300 to renew, a two-night minimum, two people per bedroom overnight and an agent who responds within two hours. Since September 18, 2025, a new permit needs a parcel of at least half an acre with one site-built house, proof that a septic tank was pumped within three years, and gate access for county staff. The county hotel-motel tax is 8 percent.

Pickens side. We found no Pickens County rental permit. Owners register with the Tax Assessor, get a $100 county business license and pay a 6 percent hotel-motel tax monthly. Georgia also charges $5.00 per night.

Building, utilities and safety

Design approval. Big Canoe's Architectural and Environmental Control Department (AECD) must approve plans before any clearing, and any exterior change or tree removal needs approval too. Houses sit at least 40 feet from the road pavement and garages 30 feet, with a 10-foot undisturbed side buffer on most lots. Trees 6 inches or more in diameter need written approval, and unapproved removal is fined $1,000 per tree. For a new home the submittal fee runs $1,600 to $3,200, the surety deposit is 10 percent of construction cost or $30,000, whichever is greater, and the build must finish within 18 months of tree removal.

Utilities. Utilities Inc. of Georgia supplies water to all of Big Canoe and sewer to the denser neighborhoods; most single-family homes use septic. Amicalola EMC provides power on underground lines. There is no curbside trash pickup; residents use a central facility near the North Gate.

Safety. Big Canoe's own Department of Public Safety provides fire, medical and security response from stations inside the gates, and the county also sends fire trucks. In an emergency, call 911.
